North arrow in lower/upper centre canvas

Description

Currently, the north arrow decoration can be set to any of the four corners of the map canvas. Additionally, I think it could be an option to place in the lower/upper centre, which are the locations at which it actually seems to be calculated for.

Hello, bug triage...

to implement this, we need to modify some code in src/app/qgsdecorationnortharrow.cpp and add placement labels in the constructor.

I think this should be easy to fix...

I've been having a look at doing this. I might include Feature request #3756 as well as it's all pretty much the same. I'll post here when it's done.
