Description

With new QGIS version - 1.8 all Bulgarian users have a problem to read attribute data encoded with Bulgarian characters CP1251. This issue practically blocking use of QGIS 1.8 in Bulgaria.

QGIS build from NextGIS (http://nextgis.ru/en/nextgis-qgis/) works correctly.
