Contextual Help - "What's this" - mostly missing

Description
The Help menu has a "What's this" icon (arrow plus questionmark). I tried it but it seems almost nothing has an entry.
I was going to list everything that didn't have an entry, but the easier option is to list what does:
Panels:
- Coordinate capture > "Start capture" button does (but nothing else) The main map panel.
- The Layers panel.
- The Overview panel.
- The Layer order panel
The other panels don't seem to.
Toolbars:
- Two things from the "Manage layers" toolbar have an entry (GPX and Add SQL Anywhere layer).
- Everything except "DBManager" on the databases toolbar
- Everything on the GRASS toolbar
- Everything except "spatial query" on the vector toolbar
And that's it. The other... 70? or so icons have nothing.

"What's this" removed from master. Reopen if necessary
