Plugin Manager initial sorting indicates 'by name' but it is not

Description
After initial Plugin Manager opening, contextual menu of plugin listing shows 'sort by name' checked, but it is not sorted as such. After selected 'sort by name' in contextual menu, it sorts by name.
I think it should be sorted by name, on first showing, as indicated. Is it sorted by something other than name? If so, what is it? (then the checked item in contextual menu should indicate what that is)
