Load database layer using dropdown database list

Description
Now that we have icons to load PostGIS, Spatialite, MSSQL, and even SQL Anywhere layers, it would be nice if we could consolidate them into a Database dropdown list. Something like this was done for the Select feature tools. Currently the Add PostGIS and Spatialite layer icons look so much alike that I sometimes select the wrong icon. A database dropdown list similar to the how the Select dropdown works will clean up the gui, and cut down on confusion.
