Description
- go to plugins website http://plugins.qgis.org/plugins/
- sort plugins by stars (votes)
- the first item in list is Plugin Reloader with 4 start and 7 votes
- go to second page
- at the bottom of second page you will find SEXTANTE with 4 stars and 14 votes

This is the expected behavior: sorting is by average rating.
SEXTANTE has 4.35711173492, Plugin Reloader has 4.99992857245
for p in Plugin.most_rated_objects.all()[:40]:
