New repository updated plugins are not listed in New! section of plugin installer

Description
I am not sure where this is managed, but if I push an update to my plugin, and then test with the python plugin manager in QGIS, I was expecting to see it tagged with 'new' or 'updated' but this does not seem to happen.
Please bounce it back to me if you think this needs work on the client side.

Hi Tim,
you can first test if the plugin.xml is updated (http://plugins.qgis.org/plugins/plugins.xml), if it is (as I'd bet is), then it's a client issue.
