Project which are saved with special characters in the filename and with the qgz extension are blank

Description
Hi,
I know it's not a best practice (no space and no special character in filename) but some user does it.
When reopening this project, the project is blank.
Whis the .qgs extension, the project is opening normally.
Only tested on windows.

I have same experience: http://osgeo-org.1560.x6.nabble.com/QGIS-Developer-Sometimes-qgz-files-opens-just-as-a-completely-blank-project-td5389126.html#a5391011. I can save the blank looking project as a new qgz file with an Ascii-only name and when I reopen this qgz file content is back.
