Dear,
I use frequently QGIS (2.14.22). I work mostly in the CRS S-JTSK Krovak East North (EPSG: 5514 - III. cartesian quadrant).
In ArcGIS are for this CRS (5514) this parameters: XY_Plane_Rotation = 90°, X_scale = -1, Y_scale = 1
So formula is: -X(new)=Y(orig.)*-1, -Y(new)=X(orig.)*-1
But newly I got shapefile in the CRS (no EPSG - I. cartesian quadrant) with these parameters (settings in ArcGIS)
XY_Plane_Rotation = 270°, X_scale = -1, Y_scale = 1
Formula is: X(new) = Y(orig.), Y(new) = X(orig.)
I will need create new "Custom CRS" with a parameters, to correctly view of data. I don't know, how I can to achive this in QGIS. Exists solution?
For example: It's strange, that in QGIS is the identical parameter for EPSG: 5514 and also for EPSG: 5513, but CRS 5513 should have else parameters (without rotation and inversion of axes). Two datasets (first in CRS 5514, second in CRS 5513) don't view correctly.

With QGIS 3.8 and the release of proj 6 library, any remaining projection definition related issues now should be filed with the proj project.
