Description
when rearranging the filter order using drag and drop in the rule-based label screen, the pointer changes to the arrow with a dot and the filter freezes in mid drag as shown in screenshot. the pointer is locked across all applications. even trying to use xkill from a terminal says it cannot grab the pointer. keyboard shortcuts can eventually free you from this (alt-tab, esc, ctrl-w, etc).

Are you using wayland? Might be a qt/Wayland issue. In any case it'll be an issue in the qt libraries, not qgis.
