r.tile fails only on Windows (2.18.16 and master)

Description

I installed the qgis.org Ubuntugis package of 2.18.16 under WSL to test that Linux QGIS doesn't fail.
Below is the output from the OSGeo4W64 version of 2.18.16.
I don't really know how to debug this...
