Description
Add an ability to render labels beneath features of subsequent layers.
This technique is often used in administrative maps etc. so it'd be of use to many qgis users imho.
Right now a workaround is by having two or more overlapping maps in a composer, but that's hardly convenient and doesn't work for qgis server maps.
This checkbox (Render labels on a layer level) could sit nicely beside label priority slider in label options dialog:)

BTW MapInfo had this feature from earlier versions.
