Description
I have been using QGIS 2.18.6 for the past few month or so and today I decided to try updating to QGIS 2.18.8. In 2.18.8 when I load a PostGIS spatial layer and then click "Select feature using an expression", then click on the + next to "Fields and Values" the only option listed is NULL. I have just reverted back to the previous 2.18.6 version and the Fields and Values is populated with the database table column names.

This has been already fixed and you just need to wait a new build or install the "nightly" for 2.18.
