QGIS /forget/ignore settings, for coloropacity in options/canvaslegend/selection and project/properities/general after restart and load project again

Description

When you set the color opacity e.g. 50% for selected features, QGIS woks fine. You can save this in options/canvaslegend/selection and project/properities/general
When you open QGIS again and load the project, Qgis ignores these settings and selected features has no color opacity.
two jpgs are attached.
QGIS should respect the opacity settings everytime.

The color (including the alpha channel) is correctly written to the project file, but the alpha channel is not read back in, it always defaults to 100%.

See PR 2610 for a solution.
