Description
Steps:
Add a scale bar in a print composer.
In its properties, the "Display" > "Cap style" option remains greyed.

After further tests, I remark that it becomes active according to the style chosen for the scale bar. And then the "join style" becomes inactive. Thus the reported bug is not one.
Maybe these two options should be set visible/invisible.
Feel free to set this bug report as invalid or change it to a feature request.

Yes, that's correct behaviour - those two options only apply to certain scale bar styles.
