make "Search radius for vertex edits" configurable per layer

Description

Currently one can only define "Snapping tolerance" per layer, which has effect only when adding new features. For moving/deleting existing vertices you can define the "Search radius" only globally - would be good to be able to define it per layer too.

AFAICT, this option is available in recent versions. Please check and reopen if necessary
