Description
The map rotation in the print composer should be more intuitive. Currently, one can only set the rotation numerically in the map properties.
A new interactive rotation tool could be combined with the pan tool. When pressing a modifier key the rotation mode could be activated.
I envisage a rotation tool similar to OpenLayers 3: http://openlayers.org/en/v3.2.0/examples/drag-rotate-and-zoom.html
However, maybe only limited to rotating. I find the combined rotate/zoom a bit hard to use.

This is linked to #12179 - first, the interactive rotation tool in the main map canvas should be implemented and tested. Later, after the print composer redesign work done my Nyall Dawson, this interactive map rotation tool should also be introduced in the print composer.
