qgis wfs-t server does not refresh layer after postgis edits

Description
I was testing the wfs-t client with both qgis server and tinyows and noticed (using the same PostGIS input layer) that after editing directly the PostGIS layer with QGIS, then the layer published with TinyOWS is immediatley refreshed in the QGIS canvas (after hitting the "refresh canvas" button), while the same layer published with qgis server many times (but not always) does not. When this happens removing the wfs-t layer from project and readding it does not causes it to be refreshed.
I have also noticed that if I restart apache, then the layer published with qgis server is correctly refreshed.
This happens regardless if in the wfs client is added with the "cache feature" option active or not.
I'm not sure this is a regression, but as far as I remember from 1.8 I would say so. If it is not then please lower the priority of this ticket.
