When loading a project avoid loading of non active WFS layers

Description
As it is now in both master and 1.7.4 if a project is saved with unchecked WFS layers, those are loaded anyway when the project is loaded. This may cause a long delay in project loading. I know that a user can hit the "abort" button, but maybe it would be better not to load at all what wasn't saved as active.

The wfs provider loads the whole dataset or has a half-baked caching mode. That should be improved, but it isn't a bug. The checkbox just means that the layer should not be displayed - and that working as for any other layer.
