Add feature button enable logic is incorrect

Description
On the edit toolbar (and menu), the Add feature button is enabled when a vector layer that can't be edited is selected in the Layers. This should be disabled. Minor, but confusing problem. Also provokes a message box if it is selected and you click on the map as to place a feature.
