Open Vector Dialog loses "System" encoding from drop down list

Description

Error in Open Vector Layer Dialog

Using Source type: file

Change encoding to something else than "System" and load for example a shapefile.
When you open the dialog next time, you won't find the "System" option in the drop down list anymore.
