Can't add 538 redistricting shapefile as vector layer

Description

I'm trying to add shapefiles from the Atlas of Redistricting on FiveThirtyEight as vector layers to QGIS for a class project. For example, one I want is the NC-Compact shapefile, and I'm also downloading the corresponding shx, prj and dbf files into the same folder. But when I try to add the shapefile to my QGIS project, it says "Invalid Data Source: /Users/hanktucker/Desktop/NC Compact/NC-Compact.shp is not a valid or recognized data source." Why is this?

ogrinfo reports that it cannot read/open the shapefile, so it is normal it won't open in QGIS. The vector has issues of its own, not a QGIS issue.

Try:

ogrinfo -so NC-Compact.shp NC-Compact
