i installed qgis using wine on an ubuntu bionic system. crash happend starting qgis first time

Wine? I'm pretty sure we don't support that... We have native linux packages... Just install QGIS on Ubuntu using the proper repositories...

In UbuntuGis the only available Version of QGis is 2.18. Is there any repository providing newer versions for Ubuntu?

On 18.04 there is no need to use Ubuntugis, all the most recent version (also of dependencies) are in the official repos or in the qgis repos. See the QGIS download page.
