When Windows 10 Ransomware protection "Controlled folder access" is turned on QGIS can't save project files

Description

When Windows 10 Ransomware protection "Controlled folder access" is turned on QGIS can't save project files. Further, if an existing project file is opened and a save attempted the project file will be removed from the drive resulting in data loss.

Steps to reproduce with a new project:
  • Turn on Windows 10 "Controlled folder access"
  • Open QGIS (3.4.4)
  • Project -> New
  • Save, enter file name, click save -> error ""Choose a QGIS project file. [path and file name] File Not Found. Check the file name and try again."
Workaround:
  • Dismiss error by clicking OK
  • Turn off "Controlled folder access"
  • Click save in the save file dialogue box -> no error project is saved.
Steps to reproduce with existing project:
  • Turn on "Controlled folder access"
  • Open QGIS (3.4.4)
  • Open existing project.
  • Save -> error "Unable to perform zip"
  • View location of existing project and the project file is gone.
  • At this point if QGIS is shutdown data loss will occur as the previously existing project file is gone.
Workaround:
  • Turn off "Controlled folder access"
  • Save -> no error and project is saved and project file exists again.

It seems this Windows 10 feature is causing issues with other software as well and this may be better classed as a Windows issue. However, it would be nice if QGIS could handle this more gracefully and avoid loosing the original project file or at least give a more enlightening error message. What got me is windows gave no warning that it had blocked QGIS (apparently it is supposed to), and QGIS error messages were not helpful in tracking down the problem.

I fail to see how this could possibly be a QGIS issue.

I have a similar issue. Windows deffender is turned off and a nother security program is used,
"Trend Micro Security Agent".

Error message: "Unable to save project C:\*****" -> "Uable to save auxiliary storage ('Cannot open C:/Users/****/AppData/Local/Temp/QGIS3-pbvmYI/*****.qgd for input')"
