just tried (windows 10, qgis master and 3.4.2) to both create a new mapset/location and open an existing one, all ok.
Please try using a new/clean profile.

If I try open GRASS mapset, QGIS crash without error message. QGIS 3.4.4, QGIS 3.5.Master revision 2729af65c3 on 32 bit Windows 7. I tested this error on 2 computers.
