To summarize, the asker was unable to find the Georeferencer GDAL plugin in the French language version of QGIS. They searched the plugin manager for "georef" but the search results didn't find the plugin, because the French name (Géoréférenceur GDAL) contains accented letters.
Feature Request: Make searching more inclusive of accented letters (é, è, à, etc). Eg, searching for "georef" would yield results including "géoréf" or "gèorèf."
