Enhanced filter handling

Description
The following capabilities would be useful in respect of filters as I use them a lot and often with a number of layers at the same time.
- One click enable/disable filter instead of having to go into the dialog box and remove the filter each time
- Ability to have the filter automatically turned off when going into edit mode instead of the warning message.
- Ability to apply a filter simultaneously to a group of layers.

Which warning message? How do you trigger it (file format)? Never got a message... Btw i'd be interested in your review for https://github.com/qgis/QGIS-Documentation/pulls/2569/files (you seem to be more used to that dialog than me)
