rotate labels tool does not work properly when canvas is rotated

Description
The rotate labels tool does not care about the rotation of the canvas.
If the canvas is rotated the area where you have to click to start rotating the label is not rotated.
So it is hard to find the are where you have to click to rotate a label.
This affects the 2.18.x-version as well as the 2.99.x

I just checked it on master ( b058df7d1d ) and the problem still exists (see attached screencast).

Please test with QGIS 3.4 - QGIS 2.18 reached it's end of life.
