Colours of legend wrong for polygons coloured/categorised with column value

Description
In a polygon layer with a colour column in which HTML colours are saved and another column used to categorise the polygons with a proper code and description a legend is created with the correct codes/descriptions but incorrect colours (they are random), although the polygons are correctly coloured according to the column. If colour column is used to categorise then the legend is correct with same colours as the polygons, but this is not helpful as same colours are used for different but related codes/descriptions. The screenshot shows code C-Pd on the map as dark grey but none of the C-Pd colours in the legend are even close. Tried in previous 2.16 and 18 versions with same problem.
