Description
When I click Qgis Desktop 2.18.10 icon, qgis-bin.exe start running in Task Manager and used 15% CPU, but the loading window didn't show up, So it cannot be used.

Of course this is a local issue, as that installer for that qgis version works just fine. You should look for the source of the issue in your system, by for example clean the registry and or the .qgis2 folder.

Deleting .qgis2 folder doesn't solve the problem, then I tried using CCleaner to clean up registry, then the problem remains and Chrome keep crash when it started (reinstall chrome won't help), only Edge can be used...

and launching a second time, does QGIS start?
I have seen that before but I never reduced it to something easy to reproduce
