DB manager/browser should not show the schemas/tables the user has no permission on

Description
When choosing the "add PostGIS layer" dialog the user is presented with ONLY the schemas he/she has permission (USAGE) on.
On the other hand in DB Manager and Broswer the user is also presented with the schemas that he/she cannot use, the tables are also listed in DB Manager (not the browser) but if the user tries to add them gets an error.
For sake of consistency those schemas should be shown to the user.

Please check if this issue is still valid on QGIS 3.4.5 or 3.6.
