Description
When opening a .qgis file all groups and layers are displayed expanded. It seems this issue is a regression: #2908

So... if you save a project with some groups or layers collapsed, they are still shown expanded when you load the project again? If that's the case, I am unable to replicate the problem. Could you please attach more details on how to reproduce the problem and ideally add a test project that exhibits the problem?

The state of collapsed groups or layers is only saved if this small triangle icon left to the layer's name is used.
