Description
When a single action is defined for a layer, activating the action tool via the toolbar's "Run Feature Action" button should automatically activate that action. The current behavior, which activates no action, is IMO broken behavior.
Steps to reproduce:
1. Launch QGIS
2. Load a project file containing a layer with a pre-defined action (for the sake of this demonstration, many actions would do too)
3. Activate that layer
4. Click on the "Run Feature Action" toolbar button
5. Click on a feature from that layer, notice no action is happening
