Layer labeling "azimuth"

Description

Add the ability to control "up direction" for the labels of a layer. Basically, an orientation modifier applied to the placement method.
Implemented as an addition setting in the layer labeling dialog.
Example:

Label > Placement:
Allowed Positions [ ] Above line [x] On line [ ] Below line
Layer azimuth [ 0.0° ]

The desired effect is to provide a global modifier to control the label orientation. This would be especially useful for Curved and Parallel labels; allowing one to precisely control the angle at which labels will flip 180°. (This effect can currently be simulated by changing the canvas orientation, but all layers are affected, and of course the map is no longer north-up)
