Inform user that editing MapInfo files is useless while trying so

Description
Following #10719, since MapInfo files can be toggled to edition but changes can't be saved once done, it would be nice to inform the user, when toggling, that it's no need to try to change attributes or geometries. Only virtual fields is now allowed. So he won't waste time to try saving and so and so, without understanding what's going wrong.
