The translations are maintained in transifex. The ts files are only pulled in and updated in the repository once shortly before the release - to avoid extensive growth of the repository (ts files have a awful signal/noise ratio).
The nightly builds of master (debian/ubuntu and windows) automatically pull the current translation in from transifex.
Use scripts/pull_ts.sh to fetch the current translations from transifex if you like to have current translation in local builds too.
