Postgresql connection with i18n characters in either username or password fails.

Description
When I try to connect to Postgresql server with my user and pass containing i18n chars I get "password authentication failed" and the username wrongly encoded in the error message. Special chars replaced by a '?'.
Schemas, tables with i18n chars are properly displayed in QGIS.
I can connect successfully with same credentials from:
-command line on Ubuntu Server
-pgAdmin III from my Windows box
QGIS 2.2 on Windows 8.1 from OSGEO4W
Postgresql 9.1 on Ubuntu Server 12.04
Side note: I think I have to allow special characters in username as I authenticate against AD through LDAP based on CN not UID.
