postgis 2.1.x estimated extent of polygon layer

Description

This is a postgis 2.1.x bug but it affects qgis functionality by causing the displayed extent of a newly added postgis polygon layer to be much larger than the actual extent (eg polygon layer is displayed as a small dot on the screen when "zoom to layer extent")

This is caused by postgis query ST_EstimatedExtent or ST_estimated_extent function issued by qgis resulting in too large/erroneous bounding box.

This ticket was filed in the wrong place, it should have file in the "qgis application" section, because this section is about the redmine (ticket) application. I usually move this tickets, but in this case it is not allowing me, so please file it again in the right place, even if I doubt that this will be accepted as a qgis issue.
