JP2MrSID driver missing on GDAL drivers options after being disabled

Description

If you deactivate the JP2MrSID driver in the GDAL Drivers list, after you reload QGIS, the driver will not longer be listed. From that point on, it becomes impossible to enable it back.

The workaround is to start a new profile, or edit the QGIS3.ini file and remove the driver from the skipList.

Note that other drivers in the above example appear in the GUI to be activated
