[print layout] Item properties for page is hidden when layout is created

Description
When I create a new print layout, Item Properties for the page is blank (image_001.png). Then I click on the page (white space) and select properties, from then onward, I can see the properties for the page.
IMO, by default the Item Properties should show the page properties when a new layout is created. This is the behaviour users expect coming from QGIS 2.x.
