Add ability to do a manual full refresh of all HTML Frames in a Layout, including linked CSS.

Description
In a layout, linked CSS files in an HTML frame are not reloaded when the Refresh HTML button is pressed.
It would be extremely useful to be able to refresh all HTML elements in a layout, either by providing a full refresh from the View menu. Or by including full HTML refresh, including re-load of any linked CSS in the HTML, into the already present View 🠮 Refresh menu item.
