Adjust window docking tolerances

Description
I find the docking distance for windows in the QGIS interface far too large and it's annoying to have a window latch onto a dockable space when I don't want it to, and just want to have the window floating in the interface.
It would be useful to be able to adjust this docking tolerance distance per-project, or to be able to switch it off altogether so that un-docked windows don't attempt to dock.
