[Symbology] Inconsistencies in the "offset point symbols" behavior (regarding "rotate point symbols" tool)?

Description
Create a marker symbol with two different symbol layers.
In the advanced digitizing toolbar, try to use the "offset point symbols" tool. Offset property can't be set at the marker level, hence the need to set it at symbol layer level(s):
- the tool will work if only one symbol layer has "offset x,y" defined: in that case only that symbol layer is offset, leading to a symbol in two parts. not really a common rendering.
- it will work if you set different fields to each symbol layer: in that case, the whole symbol is moved to the same place and the two fields get the same value.
I think that either:
- we add an "offset x,y" option to the marker level (same as rotation/size...) or propagate the offset definition to the other symbol layers when set; In that case, the same offset is used and no risk to have a "multi part" symbol layers.
- or we avoid the graphical offset when all the symbol layers do not use same field, like the "rotate point symbols" does.
