[identify] Identify selection tools do not work when "layer selection" mode is active

Description
In the "Identify Results" panel, select the "Layer selection" as mode (at the bottom)
Now select a tool like "Identify features by polygon"
Click on the map and draw the selection polygon
Nothing happens
This only works if you use the "identify features by area or single click". Actually, with this tool, it works only if you do the single click. Not the area part.
