[Layer properties] Weird resizing of widgets in Attribute forms tab

Description
When resizing the layer properties dialog or when its size is small and you switch to drag-and-drop designer mode in Attribute forms tab, you get that ugly screen where widgets are badly resized (i've seen that since 2.99 but forgot to report).
