Description
Open a project, select a layer in the Layers panel, right-click and Copy layer
Open a new instance of QGIS and go to Layer menu: the "Paste Layer/Group" action is grayed
Add a layer to the empty project
Go to Layer menu again: the command is now active and you can paste the layer you copied.
