Fields should all be editable (or togglable) on add feature

Description
When fields are individually toggled OFF for editable, these persist on add feature. I'm not sure that's what most users would expect, or should at least be offered an option to toggle all fields to be editable on add feature.
As for my workflow, I have many fields toggled to editable OFF to prevent any accidental changes on fields that rarely need to change, but upon adding a NEW feature, I need these fields to all be editable. Otherwise, I'm unable to set the fields initially as needed. It is a real drag to go back and temporarily toggle editing back on for every single individual field just to add a new feature.
