<p>QGIS will crash on startup when a user last closed his/her plugin manager viewing the settings tab.</p>
<p>The long story short here is that due to the plugin manager's not having the same amount of optionStacks and optionList items, the settings stack index is 1, while the optionList index is 3; QgsOptionDiloagBase saving/restoring sets both the optionList and optionStack index to the latter. In the context of the plugin manager, this leads to the dialog trying to update its window title upon creation using mModelProxy's mModelPlugins which isn't initialized and crashes QGIS.</p>
<p>The only way to fix this is either via editing QGIS2.conf/QGIS3.conf and manually changing the PluginManager\\tab value back to 0, or delete the whole file. I imagine this must have silently affected a number of users who couldn't dissect crash properly.</p>

<strong>Steps to reproduce</strong>
<ol>
<li>Launch QGIS, and make sure the attribute table is set to open as a dockable panel (if not, switch that option on and restart)</li>
<li>Create a new project, and add the attached test.osm dataset (choose the line geometry)</li>
<li>Right-click on the layer and select "attribute table" </li>
<li>Notice how QGIS freezes to death :)</li>
</ol>

<li>Launch QGIS master, and create a new project</li>
<li>Add one preexisting vector layer dataset onto the new project</li>
<li>Create a new composer</li>
<li>Add a map item as well as a legend item</li>
<li>Click on the legend item and open its properties panel</li>
<li>Uncheck [ ] auto update</li>
<li>Save the project</li>
<li>Restart QGIS, and reload the saved project</li>
<li>Open the composer</li>

<p>The package installation of QGIS 2.18.5 (from qgis.org/debian) fails with these error messages:</p>
<p>python-qgis: depends: python-owslib, but it is not installable<br /> depends: python-future, but it s not installable.</p>
<p>In fact, there are no packages python-future and python-owslib available from Ubuntu or Debian.</p>

<p>QGIS, by default, in Project -> Project Properties -> General has:</p>
<p>Ellipsoid: None/Planimetric<br />Units for distance measurement: Meters<br />Units for area measurement: Square meters</p>
<p>With a layer and the project in WGS84 (EPSG:4326), when calculating areas whith ($area), the result appears in square meters.</p>

<p>For example, the area of the first polygon, gives 320,734 sqm. I get the same result, regardless of the OTF be on or off, QGIS 2.18.4 on Linux (suffix _li on the attribute table), Windows (suffix _wi), and QGIS 3 (suffix _q3). Columns 'area' and 'area_2' represents the area in map units (square degrees).</p>
<p>When I convert the layer for a projected CRS - ETRS89/PT-TM06 (EPSG:3763) - $area gives completely different values. <p>The correct area is actually around 244,444 sqm.</p>
<p>If I use Ellipsoid 'WGS84', instead of 'None/Planimetric', the result for the first polygon is 244,975 sqm, which should be a correct measure on ellipsoid. With 'None/Planimetric', the result is 320,734sqm.</p>
<p>With the layer in EPSG:3763, the result with Ellipsoid 'GRS80' is 244,950sqm; with Ellipsoid 'None/Planimetric' is 244,444sqm.</p>
<p>So it seems that there is a problem with calculations on WGS84, with Ellipsoid set to 'None/Planimetric'.</p>
<p>This occurs both on QGIS 2.18.4 and QGIS 3 (master).</p>
<p>A workaround could be always set Ellipsoid 'WGS84' on, when the layer/project is WGS84. <li>Activate "show labels for this layer", and set the "Size" property to 10</li>
<li>Click on the data-defined property button for the "Size" property and select the "Edit..." menu item</li>
<li>In the expression window, enter @value</li>
<li>Prior to 2.99, it would return the "Size" value, i.e. 10, but under current master build, it returns NULL</li>

<p>I'm not sure when this regression slipped into QGIS but I suspect it is linked to commit 532eb58d1f4003a (which revamped the way raster min/max values were computed). When opening a raster layer properties window, the min / max values are reset to QGIS' default min/max load settings (i.e., 2% - 98% of whole raster), irrespective of the tweaks done by users via the style dock, or even via previous layer properties window edit.</p>
<strong>Steps to reproduce</strong>
<ol>
<li>Open QGIS and add a 3-band raster</li>
<li>Zoom into the raster to only show a part of it, and open the style dock</li>
<li>Change the min/max value computation to canvas' <em>current extent</em></li>
<li>Take note of the updated min / max values for the three bands</li>
<li>Open the raster layer's properties window, and go to the style panel</li>
<li>Notice the min / max values are reset to default values, ignoring the change you've just made via style dock</li>
</ol>
<p><strong>Additional information</strong><br />The problem is actually worse than stated in the subject. <p>This is related to the new feature (<a class="external" href="https://github.com/qgis/QGIS/pull/4198">https://github.com/qgis/QGIS/pull/4198</a>) to set the OTF on as default.</p>
<p>To reproduce the issue:<br />1- Under Settings > Options > CRS set your default CRS to British National Grid (EPSG:27700)<br />2- Restart QGIS > you should see EPSG:27700 in the status bar<br />3- Add the world.shp (EPSG:4326)<br />4- The CRS is still showing EPSG:27700<br />5- Add somerset.shp (EPSG: 27700) > The canvas is reprojecting the layer to EPSG:4326</p>
<p>Confusing points:<br />1- Why doesn't the EPSG in the status bar get updated to EPSG:4326 (see point 4)<br />2- If user sets the canvas to default CRS for canvas to EPSG:27700 (point 1) why the canvas changes to the first layer CRS?</p>
