<p>Is QGIS installed from the standalone installer or OSGeo4W? What other QGIS versions are already installed?<br />There were such issues reported if QGIS 2.x installed by OSGeo4W conflicts with the 3.0 package.</p>

Seems it's solved in recent packages, as there is no new reports since yours (and there was a few of them in previous months).
